WATER RESOURCES AGENCY GENERAL MANAGER
The General Manager is appointed by and reports directly to the Monterey County Water Resources Agency Board of Supervisors, but, in accordance with the Agency Act, a nine-member appointed Board of Directors, under the governance of the Board of Supervisors, has both an advisory role and certain decision-making authority. Functioning as the Agency’s Chief Executive Officer, the General Manager must have a breadth of knowledge and experience in water resources management and long and short-range strategic and financial planning; construction, maintenance and operation of flood control and water conservation systems and facilities; project and program budgeting, funding, and administration; and applicable Federal, State and local laws, regulations, and codes. An on-going challenge for the General Manager will be to work closely and maintain open communication with the two Boards, County and Agency staff, and diverse stakeholders.

Examples of qualifying education and/or equivalent experience include the completion of all coursework leading to a Bachelor’s degree in Civil Engineering, Environmental Engineering, Hydrogeology, Hydrology, Public Administration, Business Administration or a closely related field plus five years of progressive managerial experience and at least 2 years at an executive level within a complex water related organization. A reporting relationship to an elected and/or appointed board is highly desired. Candidates will have been successful in effectively managing diverse staff; will have delivered large public works capital projects from concept, through environmental review, design, and construction; and will have considerable experience in strategic and financial planning. Possession of a valid certificate of registration as Professional Engineer issued by the Department of Consumer Affairs Board is desirable.
The ideal candidate will be an excellent communicator (in person and with large audiences); have water resources administration experience; have extensive knowledge of strategic and financial planning, and principles and practices of project design, construction, management and maintenance of water, flood control, reservoirs, and water conservation structures and/or public works systems and facilities. The ideal candidate also will be knowledgeable about program and budget development, revenue generation, and advanced principles of supervision, including organizational assessment, staff development, training, motivation and employee relations.
