Interim General Manager, Monterey County Water Resources Agency

INTERIM GENERAL MANAGER

The Interim General Manager position is a temporary assignment expected to last four to six months or until the permanent General Manager position is filled. The General Manager is appointed by and reports directly to the Monterey County Water Resources Agency Board of Supervisors, but, in accordance with the Act, a nine-member appointed Board of Directors, under the governance of the Board of Supervisors, has both an advisory role and certain decision-making authority. As the Agency’s Chief Executive Officer, the General Manager should have a combination of experience and education that substantially demonstrates knowledge in water resources management and long and short-range planning; construction, maintenance and operation of flood control and water conservation systems and facilities; project and program budgeting, funding, and administration; and applicable Federal, State and local laws, regulations, and codes. An on-going challenge for the General Manager will be to work closely and maintain open communication with the two Boards, County and Agency staff, and diverse stakeholders.

QUALIFICATIONS

The ideal candidate will be a Registered Civil Engineer, Geologist, or Hydrologist, or possess a related license or credential. They should have extensive senior manager experience in a California public water agency in charge of a flood control district, or public works department with water resource management responsibilities; will have demonstrated success and experience in effectively managing diverse staff; and will have delivered large public works capital projects from concept, through environmental review, design, and construction. Public financing knowledge and experience is important.

Alternatively, a qualified candidate can be a seasoned City, County, or Special District manager with extensive experience managing entities with significant public works operations and infrastructure. They will have demonstrated the ability to manage diverse technical engineering and support staff and deliver large public works capital projects from concept, through environmental review, design, and construction. Public financing knowledge and experience is important.
